Sempra Energy and Mitsui Sign MOU for Development of LNG Export Projects in North America

North Slope LNG Export Project Proposed

Qilak LNG, a new company headed by former Alaska Lt. Governor Mead Treadwell, announced that it plans to construct an LNG liquefaction facility at Point Thomson, Alaska, and ship LNG produced from the North Slope gas to Asian markets on ice-breaking tankers. Qilak is a subsidiary of Dubai-based Lloyds Energy. FERC Releases Environmental Review Schedule for Commonwealth LNG

FERC has released the schedule for its environmental review of the proposed Commonwealth LNG, LLC liquefaction and LNG export facility and an associated natural gas pipeline in Cameron Parish, La. A draft environmental impact statement (EIS) is expected to be released in May 2020, and a final EIS is scheduled to be released on October 2, 2020. PHMSA Proposes LNG Transportation by Rail Rule

The U.S. Department of Transportation’s Pipeline and Hazardous Materials Safety Administration (“PHMSA”), in coordination with the Federal Railroad Administration (“FRA”), has published a notice of proposed rulemaking (“NPRM”) to authorize the transportation of LNG by rail in DOT-113 specification tank cars. Dominion Energy Sells 25% Interest in Dominion Cove Point LNG

Dominion Energy, Inc. (“Dominion Energy”) announced that it has entered into an agreement with Brookfield Super-Core Infrastructure Partners, an infrastructure fund managed by Brookfield Asset Management Inc. (“Brookfield”), whereby Dominion Energy will transfer a 25% non-controlling equity interest in Dominion Energy Cove Point LNG, LP (“Cove Point”) to Brookfield in exchange for cash consideration of just over $2 billion. Pieridae Energy Acquires Shell Canada Gas Assets to Feed LNG Export Project

Pieridae Energy Limited, sponsor of the proposed Goldboro LNG liquefaction and export terminal in Guysborough County, Nova Scotia, announced that it has closed its acquisition of all of Shell Canada Energy’s midstream and upstream assets in the southern Alberta Foothills (the “Assets”) for $190C million. Tellurian Signs Agreement to Sell LNG to Petronet

The Economic Times reports that Tellurian Inc., sponsor of the proposed Driftwood LNG export terminal (Driftwood) in Calcasieu Parish, La., has signed an initial agreement (memorandum of understanding) to sell LNG to India’s Petronet LNG. According to the report, Tellurian will deliver the LNG to India at a price of $6/MMBtu, “signalling a much lower price than the ceiling for output from difficult fields in India.” Petronet’s agreement with Tellurian also contemplates an 18% stake in the Driftwood project for a reported $2.5 billion....
