CPUC to Accommodate LNG with Firm Access Rights on SoCal Gas/SDG&E System
The California Public Utilities Commission (CPUC) is preparing to restructure the gas transmission systems of Southern California Gas and San Diego Gas & Electric (SoCal Gas/SDG&E) to establish new firm access rights. A draft decision by an administrative law judge and a proposed alternate decision issued by a CPUC Commissioner would create new firm access rights for shippers in order to promote certainty and competition on the system. The decisions also authorize set-aside rights that potentially favor West Coast LNG terminal developers.
