Report: DOE Delays on LNG Exports May Violate WTO Rules
A report by James Bacchus, former chairman of the Appellate Body of the World Trade Organization (WTO), concludes that U.S. Department of Energy actions that unnecessarily delay approval of LNG exports likely violate WTO rules forbidding export restrictions, and such delays are not excused by any exception available for export restrictions for the protection of the environment, human health, or for the conservation of natural resources.
