Petition for Rulemaking on Blanket Certificate Authorizations

The Interstate Natural Gas Association of America and the Natural Gas Supply Association have petitioned FERC for a rulemaking to alter certain provisions affecting blanket certificate authorization. The proposed changes include making LNG takeaway facilities eligible for blanket authorization. The filing states that interstate pipelines use blanket certificate authority to hook up to domestic gas supply, and that the process should be the same for hookups to sources of regasified LNG. The petitioners also ask for a policy statement or rule “clarifying that it shall not constitute undue discrimination for a project’s ‘foundation shippers’ to receive favorable rate treatment.” The petition is available at Docket No. RM06-7 at the FERC e-library; Thompson.com has a story.
