DOE Issues Final Order Authorizing Dominion Cove Point LNG Non-FTA Exports
The U.S. Department of Energy (DOE) has issued a Final Order and Opinion authorizing Dominion Cove Point LNG to export up to 281 Bcf/year of LNG over a term of 20 years to nations without a Free Trade Agreement (non-FTA) with the United States. DOE rejected protests alleging negative environmental impacts from the proposed exports by concluding that the protestors failed “to overcome the statutory presumption that the proposed export authorization is consistent with the public interest.” DOE also observed that the total amount of non-FTA LNG exports it has authorized to date was within the export scenarios studied in a DOE-commissioned report, which found that the United States would experience net economic benefits from such exports.
