Brookings Releases Policy Recommendations on U.S. LNG Exports
A report released by the Brookings Institution Natural Gas Task Force provides policy recommendations to provide clarity and certainty on U.S. LNG exports to countries without a Free Trade Agreement (FTA) with the United States. To be approved for LNG exports to non-FTA countries, the report recommends: (1) a prospective exporter should successfully complete FERC’s pre-filing process and have a portion of its supply contracts signed before being eligible to be considered by the U.S. Department of Energy (DOE) for an application to export to non-FTA countries; (2) DOE should clarify the criteria for its “public interest” determination; and (3) DOE should take an audit of natural gas export policy every five years to determine the effect of LNG exports on domestic prices and supply and to make policy adjustments if determined necessary.
