PHMSA to Require New Safety Modeling for Pipeline Associated with Weaver’s Cove LNG Offshore Berthing Proposal
The U.S. Pipeline and Hazardous Materials Safety Administration (PHMSA) notified FERC late last month that it will apply its existing siting requirements to the offshore LNG unloading system planned for the Weaver’s Cove LNG import project as a “marine cargo transfer system.” However, PHMSA also has determined that existing models to calculate thermal-radiation and vapor-gas dispersion are not appropriate for the pipeline associated with the offshore berth. As such, Weaver’s Cove “must develop, and submit to [PHMSA’s] Administrator for approval, an alternative model for calculating those distances.” PHMSA’s determination is available in the FERC eLibrary under Docket No. CP04-36.
