PHMSA Issues Security Bulletin for LNG Facility Operators
The Pipeline and Hazardous Materials Safety Administration (PHMSA) yesterday issued an advisory reminding all U.S. LNG facility operators to comply with federal safety standards that require operators to implement security measures to deter intruders at LNG terminals, facilities, and peak-shaving plants. The bulletin provides “lessons learned” from the security breach at Keyspan’s LNG storage facility in Lynn, Mass. PHMSA recommends LNG facility operators test security systems thoroughly, ensure personnel are properly trained and can realistically respond to security breaches in a timely manner, update procedures as needed, and independently audit LNG plant security or conduct unannounced tests.
