The energy program director at the Community Environmental Council in Santa Barbara, Calif., disputes a claim that BHP Billiton’s Cabrillo Port LNG terminal is necessary to meet California’s rising energy needs, arguing that increased domestic natural gas production, renewable energy use mandates, and the approval of three LNG terminals in Baja California, Mexico, negate the need to site LNG import terminals in California.
