Rhode Island Senate Passes Bill Restricting LNG Vessel Transit
The Providence Journal today reports that on Saturday the Rhode Island Senate passed legislation intended to prevent LNG vessel transit in the Narragansett and Mount Hope Bays; the bill will now go to Gov. Donald Carcieri for review. The bill seeks to prohibit from the vessel security zone — described as two miles ahead of the vessel, one mile behind and 1,000 yards on either side — the presence of people, waterfront facilities, flammable materials, places where welding is being performed and places from which an incendiary device could be launched. However, the U.S. Coast Guard has said that such prohibitions would be preempted by federal law.
