FERC Starts Pre-filing Process for Downeast LNG

The Bangor Daily News today reports that FERC has approved Downeast LNG’s use of the National Environmental Policy Act pre-filing review process for its LNG terminal proposal in Washington County, Maine. The agency has assigned the project Docket No. PF06-13-000. Property owners received a notice last week alerting them of the pre-filing process and encouraging them to voice concerns about the proposal. “The purpose of the commission’s pre-filing request is to involve interested stakeholders early in project planning in order to identify and resolve issues before an application is filed with the commission,” Downeast LNG said in the letter. According to the Energy Policy Act of 2005, Downeast LNG is required to be in the pre-filing process for a minimum of six months prior to it filing the actual terminal application with FERC.
